MR. SENSANO: I have one more question. This <br /> doesn 't pertain directly to the Charter but has something to <br /> do with operation. I notice at night, sometimes , when I pass <br /> by Lincoln Park the lights for the tennis courts are on but <br /> it is raining. Can you explain how the lights are controlled? <br /> MR. HAKODA: It is by time. It is timed to <br /> go on at, I think , 6: 30. . .no, it doesn ' t go on unless somebody <br /> throws the switch. So early in the evening somebody may throw <br /> the switch and it is timed to go off at 10: 00 p.m. The <br /> alternative to that is for me to send somebody to turn it off. <br /> But it is more costly than to leave it on automatic timer. <br /> Our eventual plan, the most ideal, would be to meter all of <br /> those lights. We haven ' t been able to develop, though, the <br /> start up costs to install meters. <br /> MR. ISHIDA: Mr. Hakoda, on this County Band, <br /> I think that there are two bandmasters now? <br /> MR. HAKODA: There is one bandmaster and there <br /> is. . .well , I guess you 'd call the Hamakua, he ' s a bandmaster, <br /> too. <br /> MR. ISHIDA: So as far as your department <br /> just handles the administrative part of the band, your depart- <br /> ment, in this case, would not determine how many County Bands <br /> there are or there is to be. <br /> MR. HAKODA: No. Incidentally, the only <br /> regular position is the bandmaster for the Hawaii County Band. <br /> The Hamakua bandmaster is a part-time position like any other <br /> bandmember. They get paid a flat sum every month and they are <br /> expected to perform x number of times per month. They are not <br /> even considered part-time employees. <br /> MR. ISHIDA: But that, as far as that policy <br /> decision is not your _kuleana . . .is that correct? <br /> MR. HAKODA: I wouldn 't be able to say come up <br /> with a Kona County Band, for example. <br /> MR. ISHIDA: The regulations that you. . .that <br /> the bandmaster must follow, does your department adopt these <br /> regulations? <br /> MR. HAKODA: The user ' s fee applies to the <br /> County Band, also. These are rules and regulations that we <br /> developin the department. <br /> MR. SCHUTTE: Mr. Hakoda, who makes sure that <br /> the band people perform? In other words , if it doesn ' t <br /> directly come under you other than administratively who are <br /> they responsible to? Do they go directly to the managing <br /> director? Does he make sure that they perform as they are <br /> supposed to? But who enforces the status of their employment? <br /> -13- <br />
