You will note that in this reorganization <br /> ( see attached) , there are 21 authorized positions. We also <br /> have reflected 2 positions created under the Federal Coastal <br /> Zone Management (CZM) Program; 4 CETA positions ; and 1 <br /> position funded under the Housing Development program admini- <br /> stered by the Mayor's office. That chart has since been <br /> revised to reflect an additional CZM position. Presently, <br /> there are 4 civil servant vacancies. <br /> In sum, we have 29 positions , of which 5 are <br /> vacant. <br /> I have also attached for your convenience a <br /> copy of the department ' s functional organization chart. The <br /> functions of each division are clearly outlined therein. <br /> Additionally, to further clarify some of this office ' s legal <br /> responsibilities , I have attached a copy of the specific <br /> functions--both regulatory and staff. <br /> As expressed earlier, I would like to still <br /> provide you with my comments regarding the substantive aspects <br /> of the planning functions of this County as spelled out in the <br /> Charter. There are areat, for example, such as the necessity <br /> of Council confirmation; relationship with other agencies ; <br /> and so forth which demand your careful thought and considera- <br /> tion. As soon as I am prepared , I would appreciate an <br /> opportunity to again testify before you. <br /> Again, thank you for this testifying oppor- <br /> tunity, and please feel free to avail yourselves to any <br /> services we may be able to provide you with in the course of <br /> your evaluation of the Charter. . . . <br /> Mr. Chairman, I am prepared to answer any <br /> questions as it relates to. the current organization of the <br /> office and as indicated in my written testimony, I feel very <br /> strongly that I 'd like to provide advice to the County Charter <br /> Commission but in order for advice to be meaningful, it has <br /> got to be well thought out and my problem is that I wasp -made <br /> aware of my presentation only a few days ago. So I really <br /> didn ' t get a chance to digest a lot of the Charter require- <br /> ments and coming forth with anything concrete at this point <br /> in time. <br /> MR. SCHUTTE: Mr. Fuke, you mention here one <br /> possible change which you would like to see happen. It says <br /> here there are areas , for example, such as the necessity of <br /> Council confirmation; relationship with other agencies ; and <br /> so forth which demand your careful thought and consideration. <br /> Do you want to relate to us a little bit more about that? <br /> MR. FUKE: All I 'm saying in that particular <br /> paragraph is that there will always be certain critical areas <br /> that our office, in the past, and currently have gotten <br /> engaged in. One of them deals with the whole issue of <br /> whether the Council should confirm this position. There are <br /> other questions which have been raised in relations to ,the <br /> functions between our office and the Research and Development <br /> Department. <br /> -25- <br />
