But, I don ' t think it is any fault of the Charter <br /> and it is more in relation to the current trend of judicial <br /> decisions that have come down in the last few years which <br /> have required the the Commission to take more of a_=:quasi- <br /> judicial fashion. <br /> Again, I 'd like to come before the <br /> Commission and recommend specific areas of changes. I feel <br /> that there are some areas that need to be changed. There is <br /> no question about that. <br /> MR. OMONAKA: Sure, I don ' t see any problem. <br /> However, in the case of Mr. Fuke, if we are going to be <br /> discussing the Research and Development and the Public Works <br /> Department, maybe we should have those people present. Maybe <br /> they would have some thoughts on what you have to say. <br /> MR. FUKE: Quite possibly. This is just an <br /> off the cuff remark but what I was referring to is take, for <br /> example, the Research and Development functions. Their <br /> office currently handles certain kinds of research activities <br /> that our office in the process of working with the Commission <br /> must also handle. There becomes the concern that perhaps there <br /> should be a consolidations in greater amount, or a continu- <br /> ation of this same kind of pattern. Certain kinds of edit- <br /> orial comments , for example, in the Planning Commission they <br /> were given the role of recommending boundary amendments to <br /> the State Land Use Commission. But the law has since changed. <br /> Which currently totally eliminates _the Planning Commission <br /> from the Land Use Commission boundary actions. And so these <br /> are the kind of editorial changes that still should be made. <br /> So, I would think that, particulary, the <br /> Research and Development and Public Works Departments should <br /> also be involved in this as part of your overall review. <br /> -27- <br />
