MR. LEGASPI : It ' s by Charter, right now. <br /> MR. TRULSON: It ' s by Charter that they can <br /> do it but then what. . .the scope of what he is able to do. <br /> MR. LEGASPI : It ' s not spelled out. You ' ll <br /> have to. . . <br /> MR. TRULSON: Would you spell that out in <br /> the Charter or would you spell that out. . . <br /> MR. LEGASPI : If the occasion arises where <br /> they apply that portion of the Charter to get legal staff, <br /> they' ll have to spell out what his salary would be, what <br /> his scope of assignment would be for that particular assign- <br /> ment. They won ' t hire at that point and say, he' s hired as <br /> of this date and to continue. It will be for one specific <br /> assignment. Once he is hired it is not for a continuous <br /> thing. It would be for a specific job, a specific concern. <br /> This is why I 'm saying this doesn ' t apply to what the <br /> County Council had intended. What they wanted was a legal <br /> mind to be available at any time. <br /> MR. TRULSON: In the past , there have been <br /> times when some of the Councilmen have taken it upon them- <br /> selves to sue each other. If they had their own legal <br /> counsel , could he be used in any way to protect one from <br /> another? <br /> MR. LEGASPI : It ' s a possibility, yes. <br /> MR. TRULSON: Mr. Chairman, I have no further <br /> questions. Thank you, Mr. Legaspi. <br /> MR. LEGASPI: May I make a suggestion? It <br /> relates to elections. I have a note from my election super- <br /> visor that during the course of, say it occurs when you are <br /> out in the public to give opinions on the proposed draft or <br /> the recommended proposals , we are suggesting that you set <br /> up a telephone answering service here during that time to <br /> answer any questions people might have about the Charter <br /> revisions. And , definitely, for election day, someone <br /> should be here at the headquarters to field any questions <br /> about the Charter amendments that you guys are proposing. <br /> MR. CADINHA: One more time, please. What <br /> are you asking? <br /> MR. LEGASPI : After your draft is completed <br /> a lot of people will be calling this office for. .what is <br /> the story about this amendment, give us an explanation. <br /> I don ' t think we ' ll have anybody here in our County Clerk ' s <br /> office to field those questions. , We are suggesting that <br /> you set up an answering service whereby the person may call <br /> to get information or leave his number so one of you can <br /> call that person back to answer his concerns. But, definitely, <br /> we are saying that on election day you will get a lot of calls. <br /> -6- <br />
