I have talked/to the commission, at the last work- <br /> shop we had in Kona about what some of my thoughts were <br /> with regards to the County Charter and generally they seemed <br /> to be sympathetic with the idea that the director should be <br /> allowed to have a certain amount of authority in granting <br /> variances. <br /> MRS. KOBAYASHI Ts that 'lin just that.,, •=` <br /> area that they would agree with you and would like some <br /> change? <br /> MR. FUKE: No, we talked about the council <br /> confirmation aspect. Essentially, all of the things that <br /> I discussed with the commission, today. <br /> MRS. KOBAYASHI : And as far as the commission <br /> themself, would they like to delete some of their responsi- <br /> bilities? <br /> MR. FUKE: I really 'wouldn ' t know if they <br /> would want to delete it. All I know is that they wouldn 't <br /> mind delegating some of its functions to the Planning <br /> Director as long as there is language within thecharter to <br /> allow them to delegate. <br /> MR. CADINHA: Mr. Fuke, what is the Kailua <br /> Special Distract Commission and why does it exist? And how? <br /> MR. FUKE: The Kailua Special District <br /> was created by ordinance back about in 1975 or 1976 and , <br /> essentially, that commission serves as purely advisory on <br /> all design matters that occur within the village of Kailua. <br /> The members are appointed like any other members 'to. boards <br /> and commissions They are appointed by the mayor and <br /> confirmed by the council. They provide recommendations on <br /> public projects :within the Kailua village or buildings within <br /> that area. And , essentially, assist the department in <br /> implementing the Kailua village design plan. I think the <br /> genesis behind all ofthis was it was felt back about in the <br /> early ;170 ' s that there is a need for a separate kind of <br /> commission to make sure that Kailua is developed in a rather <br /> orderly fashion and the first order of business was to have <br /> a plan which would guide the thing and secondly it was maybe <br /> you ought to have a commission which would assist in the <br /> guidan-cer; Therefore, the commision was created. <br /> MR. SCHUTTE: How big a part does this <br /> commission actually play in your decision as a Planning <br /> Director? <br /> ME® FUKE: The Kailua Commission? <br /> - 29 - <br />
