ZUZAK: J But most of the function is that <br /> of election of the person to head that departments police, <br /> water, liquor. That ,is the basic function of the commission <br /> and the Mayor has no-�•; authority.. or) charge over •thy&1 in the <br /> approval or removal of that person-except recommendation , as <br /> we understand. This would , in effect , go beyond that to the <br /> extent that the person who was placed in charge of the depart- <br /> ment vesponsP1e?1`for those thsang'sl`would be approved by the <br /> County Council . At the present time, they are not approved <br /> by the County Council and this is what we are trying to do <br /> with respect to creating a measure of control . <br /> MR. SCHUTTE: Are you suggesting that we <br /> combine the legislative and the administrative portion of this? <br /> MR. . ZUZA.Ko •:- No, sir, what I 'm saying is that <br /> they approve. The County Council approves the department head. <br /> :At the present moment, , the County Coiincil approves only two <br /> department heads® One is the department of planning and the <br /> other is the corporation counsel. The department of public <br /> • works ; the department of parks and recreation ; the department <br /> of finance and so forth are appointed by the Mayor and can be <br /> replaced by the Mayor; the council never has a voice in it. <br /> - 13 - <br />
