The same thing is true in the managing <br /> director. The managing director, as they say, is a breath <br /> away from being the mayor. He at least should be approved <br /> by the County Council. These are the things we are talking <br /> about that should be approved by the County Council. The <br /> water commission , for example, elects the head of the water <br /> commission. It is not even appointed by the Mayor, nor is <br /> it approved by the County Council . Under this system, there <br /> would be the control by the department head , the department <br /> head would be then in turn approved by the County Council . <br /> MR. MOSS : I think we are also missing one <br /> point here. That the policy presently set by commissions <br /> would be set by the County Council through ordinance,-policies. <br /> The administration of the departments would be the Mayors <br /> responsibility through his department heads and again you have <br /> given the council the right to accept or reject those depart- <br /> ment heads. So you are really strengthening the County Council <br /> here rather than weakening it. <br /> MR. SCHUTTE : That ' s very true. Maybe we <br /> should think back a little bit now. Is this actually what we <br /> are looking-for? Talk about the strength of the County Council <br /> being able to change, or make decisions by ordinance. We are <br /> looking at a check and balance situation. What happens when <br /> you have an overbalance in a County Council which could Very <br /> well exist and things just went the opposite? And yet these <br /> things that we are, creating here today could be changed by <br /> ordinance, in that respect. Which would not necessarily be <br /> to the liking of the general public. But what happens then? <br /> Where is our check and balance in that particular situation? <br /> If we are to do that? If you had 'a majority in the-e,counc+lyltr <br /> that, wash In power,-'that particular time you'd never get anything <br /> done. You 'd never get anything moved. They could set a <br /> precedent or an ordinance that would be detrimental to the <br /> general public in any specific situation. You would have no <br /> control over it until you changed that majority. I 'm just <br /> bringing this up since you mentioned that. <br /> What I am saying is that if we can do away <br /> with certain specifics and have a check and balance situation <br /> and not rely on any one given party, I think we are in a better <br /> position.?c» You don ' t want to give the dominant role to any�xQti : <br /> party.
