Concerning the board of water supply--the <br /> department of water supply--you have indicated that the workers , <br /> themselves, are strongly in favor of bringing the department <br /> under the mayor ' s jurisdiction. I take it your organization <br /> has quite a number of members who work for the department of <br /> water supply, is that correct? <br /> MR. TRULSON : We have heard a lot of testimony <br /> regarding the redistricting and apportionment and we have heard <br /> the reasons why they don ' t want at-large. I notice in your <br /> proposal , you are retaining at-large. ;I would like to hear your <br /> views as to why you feel we should have at-large county council- <br /> men. <br /> MR. KONNO: We could__not"-comeup'with. the_ <br /> magic number of what the county council should be but we felt <br /> that with the number nine that is presently in the charter as <br /> the basis of determination as to the correct number of councilmen <br /> there was a need to continue having candidates running at-large <br /> because basically in our proposal we have six people from districts <br /> representing their constituents that way. We felt that we needed <br /> to have three running at-large in order to represent all of the <br /> people throughout the island. <br /> MR. TRULSON : One other question. Regarding the <br /> water commission, you state that the government should become <br /> more cost conscious perhaps by putting the department of water <br /> under the direction of the mayor and deleting the semi-autonomous <br /> position we now have. That there would not be as many private <br /> contracts let out regarding the repairof vehicles which the <br /> county could do. Has there been any study as to whether there <br /> would be money saved by having county workers doing the work <br /> where you would probably have to hire more people? Has there <br /> been any study as to where money could be saved? <br /> MR. KONNO: I don ' t think there has been any <br /> study made but I do think there is quite a duplication of <br /> services between that department and the other=departments. <br /> MR.
