DEPARTMENT MR. ISHIDA: Mr. Chairman. Section 5-3. 1. <br /> OF FINANCE I move that we adopt it as is. <br /> SECTION <br /> 5-3. 1 CHAIRMAN SAKATA: Is there a second. <br /> MRS. KOBAYASHI : I second it. <br /> CHAIRMAN SAKATA: Any discussion on it? Section <br /> 5-3. 1 . Organization of the department of finance Are you ready <br /> for the question? It has been moved and seconded that we adopt <br /> Section 5-3.1 on Organization of the department of finance. <br /> (A roll call vote was taken and the <br /> motion was carried. ) <br /> SECTION MR. CADINHA: Mr. Chairman. I move that Section <br /> 5-3.2 5-3.2 be amended to include council approval. <br /> I think that when this department head is picked <br /> and selected, it should go with the approval of <br /> the council. <br /> CHAIRMAN SAKATA: Is there a second to this? <br /> MR. ISHIDA: I second it. <br /> CHAIRMAN SAKATA: Is there any discussion on it? <br /> MR. OMONAKA: Mr. Chairman. Harlan, this <br /> department merely is kind of a staff like of the mayor. Do you <br /> really think it is necessary to have this finance chairman <br /> confirmed by the council? <br /> MR. CADINHA: I dor from the simple standpoint <br /> that you place the man holding the financial reins on a day to <br /> day basis under some authority relationship with the council. <br /> I don ' t think there is any problem in practice now, but, <br /> theoretically, you could run into a situation where if there <br /> are any financial misdealings going on at the county level, that <br /> a very sharp penciled person could just put a puppet, if you <br /> will , in that position and there is no recourse. I think it is <br /> important that council vote on department heads in general. I <br /> will probably recommend this for all department heads. <br /> MR. OMONAKA: _What about removal of the director <br /> once he is appointed? Let_! s say the mayor finds this person <br /> totally incapable of doing the work, will he need council <br /> concurrence to dismiss, also? <br /> MR. CADINHA: No, my position is for the <br /> appointment. <br /> MR. ISHIDA: I would like to state a support of <br /> that motion. My position, I think, after reviewing all the <br /> things is that all department heads should receive council <br /> confirmation. I will take that position, hereafter. Removal , <br /> strictly, I think , is at the discretion of the mayor. <br /> -16- <br />
