The question is <br /> that we adopt Section 5-3.3 as written in the charter. <br /> (A roll call vote was taken and the <br /> motion was carried. ) <br /> SECTION Pension Board. <br /> MR. ISHIDA: What is the function of the pension <br /> board? As I read into it, it seems like it is a <br /> board that has been provided for by state. That <br /> it was in existence prior to the charter and just happened to be <br /> carried on. <br /> MR. CADINHA: It, may be _an _administrative board <br /> because all county employees belong in ;the_,s'tate retirement <br /> system. But, perhaps, it sounds like there are administrative <br /> responsibilities if there is a question pertaining to the Big <br /> Island that is relegated to a pension board on this island to <br /> deal with the people, I would guess. But the managing of all <br /> the money and everything else is done jointly with the state <br /> retirement system. So it must be an administrative thing from <br /> the standpoint of handling questions. <br /> MR. OMONAKA: I think there was a kind of separate <br /> pension plan set up so maybe we should table this? I move to <br /> table. <br /> MR. ISHIDA: I second. <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that we defer Section 5-3.4 until later on. <br /> (A roll call vote was taken and the <br /> motion to defer was carried. ) <br /> PLANNING MR. YANAGA: I don ' t know if I am in order, but <br /> DEPARTMENT this is only a recommendation. I would like to <br /> see the planning department and the research and <br /> development, the two be merged together. <br /> MR. CADINHA: Is that a motion. <br /> MR. YANAGA: Yes, I make it a motion. <br /> MR. CADINHA: I second it. <br /> CHAIRMAN SAKATA: It has been made a motion that <br /> the planning department and the department of research and <br /> development be merged. It has been seconded. Is there any <br /> discussion on this? <br /> MR. CADINHA: We have to, somehow, write in <br /> though that these functions have to be provided for within the <br /> planning department' s -kuleana. <br /> MR. ODA: There may be something in the collective <br /> bargaining statutes themselves. . .which I have to check out. <br /> -19- <br />
