SECTION Powers, Duties and Functions of the director <br /> 5-3.3 of finance. <br /> MRS. KOBAYASHI : Just a point of clarification. <br /> The director of finance, according to that <br /> Subsection ( 1 ) is the purchasing agent, the <br /> treasurer and the auditor; All those positions became him, <br /> under his office? It says, "Where not in conflict with this <br /> charter, assume and perform all the duties and functions of <br /> the purchasing agent, the treasurer and the auditor. . .as <br /> provided by law. " I wanted to be sure that there are no longer <br /> these other positions. There still are these other positions? <br /> • <br /> _ CHAIRMAN SAKATA: You mean the purchasing agent, <br /> the treasurer ;arid. the auditor? <br /> MRS. KOBAYASHI : The way I read it is that the <br /> director of finance is all these three positions. Am I <br /> reading this right? Or am I wrong? My reading of this <br /> chapter says that he took over the responsibilities of these <br /> three. . . <br /> MR. OMONAKA: Under the old setup, we used to <br /> have a purchasing agent. We used to have a treasurer- -. <br /> who was elected and an auditor who was elected, also. <br /> MRS. KOBAYASHI : These were elected officials? <br /> MR. OMONAKA: I think if you will remember, the <br /> county treasurer was elected, the auditor was elected and they <br /> had a special person al- signed as as a purchasing agent. So, what <br /> they are saying then that the functions of these are included <br /> in the functions of the finance department. <br /> MRS. KOBAYASHI : But they might be in the <br /> county still , these positions? <br /> MR. OMONAKA: Yes, it was my understanding <br /> that they have somebody assigned as the purchasing agent and <br /> • . • • <br /> MRS. KOBAYASHI : It was not the director of <br /> finance' s job to do all of these things. <br /> MR. OMONAKA: It ' s the department' s job. <br /> CHAIRMAN SAKATA: It is the director of finance' s <br /> job to appoint a deputy. . . <br /> MRS. KOBAYASHI : Mr. Chairman, I would like to <br /> move that we accept Section 5-3.3 as written. <br /> MR. CADINHA: I second. <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that we accept Section 5-3. 3 as it is written in the charter. <br /> -18- <br />
