Without <br /> going over what Sidney has said previously, I would add some of <br /> my other experiences with some of the other jurisdictions on <br /> the mainland. <br /> It has been my experiences that there are many <br /> counties within the various states on the mainland that have a <br /> very active department promoting the particular county for <br /> whatever economic development, as a visitor destination area, <br /> that type of thing. And I see that this type of function that <br /> can be performed by the Department of Research and Development. <br /> I think this is function that we cannot depend on, for example, <br /> the State Department of Economic Development to perform for this <br /> county, here. This is a function , I think, that we should <br /> actively promote and actively pursue on our own. <br /> Because of the regulatory functions of the <br /> Planning Department, there might create some problems, as Sidney <br /> has mentioned. Some -credi,2bil ;ty,:: problems with any decisions <br /> that might be made regarding any activity that the Planning <br /> Department might undertake.
