No matter how you cut it it is not going to be. So if you <br /> move that department into the planning, you are still going <br /> to have it. But now you are going to have that thing diluted <br /> in areas and these important functions would be lost. This <br /> is why I say it should be then kept separate. So, instead <br /> of confusing the issue I am not going to recommend any change. <br /> I think it should be a separate department. <br /> MR. SCHUTTE: What promotions are you talking <br /> about. . . <br /> MAYOR MATAYOSHI : You have public relations <br /> efforts too. We have special events like Merry Monarch <br /> and special events carried through the Parks. We have special <br /> events coming in on tourists, travel writers, this is a special <br /> event, all' go through R & D. These are the promotion things <br /> necessary and I think there should be a department in charge of <br /> them and accountable. This is why I think they should be <br /> separate and two different departments and should not be all <br /> under one. <br /> MR. SCHUTTE: Thank you. Regarding the planning director, other <br /> than what is stated presently in the charter, are there any <br /> suggestions that you can make relative to the powers that you <br /> feel the director should have in conjunction with the planning <br /> commission? Sections 4-1 through 4-3, this is sufficient. I <br /> think this fine. I have no quarrels with this setup. <br /> If you are referring to the comments about the <br /> planning director ' s powers as far as general plan is concerned. <br /> MR. SCHUTTE: Right. <br /> MAYOR MATAYOSHI : If you are referring to that, <br /> I would say that those powers , or that division, or dilution , <br /> or whatever, should not be a charter problem, but an ordinance <br /> problem. Because he may want to amend it and dilute it even <br /> -12- <br />
