This is where <br /> the planning director, himself, Sidney Fuke, with my <br /> concurrence obviously, because otherwise it won ' t come <br /> out, , have recommended the change in the ordinance that is <br /> coming in for the general plan. . .Not taking the history now <br /> of the corp counsel making its own ruling of who can change <br /> the general plan. I think this is what Richard was addressing <br /> himself to in the June 5 meeting. I don ' t think you have to <br /> worry about that. That would take care of itself when the <br /> ordinance is passed and it goes back to the county council. <br /> Then at the review point, the council , the public input, <br /> initiation can be had by public and from the county council <br /> as well as the administration can be doing this. This is the <br /> recommendation we have now suggested. <br /> I recognize that the ordinance gives these <br /> powers to do this once at the review period. The reason for <br /> this is, I think , I 'm not that familiar with the Dolphin case, <br /> but I 'm sure the attorneys are. . .where, if we are talking about <br /> the integrity of our general plan then it should be made at <br /> the various review points and not if you make the plan and it <br /> doesn ' t fit, we change it. . and the next day we change it. <br /> Then there is no integrity of the general plan. So therefore <br /> you are talking about certain significant points and if there <br /> should be some amendments. . . . that for which we have no <br /> quarrel. I think that should be an ordinance area of handling <br /> and not a charter provision. So, the general powers. .I don ' t <br /> see any increasing it, and I don ' t see any decreasing of. In <br /> other words , I think it should be status quo. <br /> MR. TRULSON: Mr. Mayor. I have a question on <br /> Section 10-9. Appropriations: Reduction and Transfer. We have <br /> had some testimony to clarify the transfer of funds between <br /> agencies, we have had testimony to the fact that it should be <br /> done by both the mayor and the council. I would like your <br /> opinion and your feelings-- on that. <br /> MAYOR MATAYOSHI : Are you talking about para- <br /> graph two of 10-9? Where it says , the mayor may at any time <br /> during the fiscal year transfer part or all of any unencumbered <br /> appropriation balance. . . ? It is correct. The reason is I <br /> can ' t see where we , are asking an administrator. .you know, x <br /> number of appropriations for funds. .now, certainly he is <br /> accountable whenever the quarterly balance sheet comes out , <br /> the monthly balance sheets can come out. These things are <br /> reports and are accountable. But when the project is rolling <br /> this is where the redtape comes in. If the administrator <br /> cannot move his funds into a program that is set up and move <br /> it within a department, not external , then you are going to <br /> have to stop. You have the bureaucracy, go back , set up the <br /> council, council meets every two weeks. If they decide to <br /> hang onto it for awhile. . .finance committee, research, public <br /> works and back to the finance committee and on it goes and the <br /> project dies. <br /> A lot of times you are looking at a project <br /> and you want to roll , this is where governments" are always <br /> accused of being bureaucratic, you know, too much paper work. <br /> -13- <br />
