How does the <br /> county differ in respect to the state? <br /> MAYOR MATAYOSHI : . . . .When you get to be two <br /> bodies, like senate and house, you get a big area like the <br /> state, the idea is not confirmation but advise and consent. <br /> So as you confirm the person you would want philosphywise, <br /> programwise, prioritywise, you would advise as to what the <br /> thoughts are and if the department then concurs and all then <br /> you consent toit.So there is advise and consent in these areas. <br /> But in the case of the county level , it is just everyday <br /> operation systems. It ' s fixing the road here, fixing _this , <br /> getting this done. I guess the scope of program, an area _ <br /> I guess is the only thing that is different, right? The <br /> county is much smaller and I think that it is not necessary for , <br /> -the advise and consent portion of confirmation. <br /> MR. CADINHA: Mr. Mayor, one last question <br /> while you are here. Why do you want the Water Board under <br /> your administration? <br /> MAYOR MATAYOSHI : I think and I feel very <br /> strongly about this, by the way. You' ll notice now they are <br /> going to float some bonds and it is a doggone good idea that <br /> maybe it is finally happening. <br /> When I talk about coordination of efforts , <br /> all of the services that are coming through the county or <br /> the county can deliver has got to be from one source,; point( 1 ).So <br /> when you think about the coordination between the Water Board, <br /> Public Works , Parks, Planning Department, Fire, it has got to <br /> be a lateral coordination. That is extremely necessary. <br /> That can happen when the administrators -of each division are <br /> answerable to one person. He sets the- goal. He says where <br /> the things are going to go and that thing moves in that <br /> direction and everybody has to then coordinate and go in that <br /> particular direction. This , I believe to be correct. <br /> Point ( 2 ) , I think that the money coming from the services <br /> rendered is something like our gasoline tax, our weight tax <br /> and so on. They are separate and a separate account. The <br /> users fee concept , so you put it into a special account. The <br /> water fund, as is, I have no objection to. But when it comes <br /> to a capital investment of some sort, now if you are going to <br /> go CIP, capital investment, you have to look at two things. Is it <br /> an area service or is it ofg eneral benefit to <br /> all. And I think <br /> if you look at development as an example, South Kohala' s water <br /> development areas. Yes , it would benefit South Kohala but I <br /> think the whole Northern section and possibly the whole island <br /> would benefit from this investment. Then I think it is proper <br /> to use the general obligation bonds, if you will , to finance <br /> it. Because we will all benefit from this water development <br /> that takes place. Yet, if you were to come_back _again and <br /> say if there is an industrial zoned area or farm _area and say <br /> -18- <br />
