<br /> Heavens, give him the tools to work with. Don ' t put barriers
<br /> all along the way and then ask why aren ' t you accountable, it
<br /> is your responsibility? Heaven help your soul, you have
<br /> enough problems with civil servants, all of the unions`'
<br /> restrictions, you have all the political( concerns, you have all
<br /> kinds of things coming in. You have the monetary restrictions.
<br /> All of these things have to come in. It is enough, as is.
<br /> Then you put further restrictions. Then you have got one heck
<br /> of a problem. This is why it becomes very difficult but,
<br /> obviously, very enjoyable and challenging, to say the least.
<br /> As far as the confirmation now, of the various
<br /> departments. I really am not that much against confirmations
<br /> but let me just say something about it. You know, you talk
<br /> about separation of powers. Administrative vs legislative
<br /> branch. If the administrator is to be responsible, these people
<br /> he has onboard have got to be accountable to him and to perform.
<br /> The legislative body in meeting_.wth the Mayor, they are on
<br /> equal terms. They set budgetary limits for departments or
<br /> whatever. They have the control over programs by its appropria-
<br /> tions. This, I think, the ordinances , rules and regs, all have
<br /> to be approved by the legislative branch. This, I think, is
<br /> where the legislative powers should be. I don 't see a point where
<br /> if you tell the Mayor, okay, if a guy comes down and if he
<br /> doesn ' t listen to me then I am not going to confirm him." On this
<br /> you. are coming to a board of supervisors again. You got a couple
<br /> of stray birds. You have a guy who is running a department
<br /> listening to nine other people plus his own boss. You have one
<br /> hell of a mess. And this is, I think, I know I qualified it
<br /> at the beginning and not pressing it that hard, but I stated
<br /> that it would be kind of nice if the Mayor had the opportunity
<br /> to select and remove. The comment has been to select, have
<br /> confirmation and when you remove, the Mayor removes him, himself.
<br /> That, I think, is a worse situation. You submit, the council
<br /> confirms, he comes back, the Mayor doesn ' t like him, can the
<br /> guy. He brings another guy in. Where are the confirmation
<br /> powers? What good is the confirmation? Forget the confirmation.
<br /> Or remove with the concurrence of the council. . .If you did
<br /> that then you already -cut off the _administrative ability.
<br /> You have areal hybrid-. A guy doesn ' t want to work with the
<br /> Mayor, administratively, he runs off to be a--not a semi he
<br /> would be an autonomous department himself. You could never
<br /> coordinate because the Mayor could never remove him, the
<br /> council is thereto support him, yet he is running all over.
<br /> You are going to get 16 departments running in 16 different ways.
<br /> It will never happen, you will never pull it off. It would be
<br /> much more wasteful of the taxpayers money. I think there should
