As far as this position whether we should have <br /> seven, nine, staggered, the length of term, or a combination , <br /> a hybrid of at-large and district and different length of <br /> terms , the subcommittee felt that the proposals that were <br /> presented were those who made those proposals felt very <br /> strongly for their position , consequently, it was the sub- <br /> committee ' s position to pass the buck. In other words, we <br /> tried to centralize the issue as much as possible and we <br /> think both proposals have many validities. We didn ' t want to <br /> just cut it out. Whatever we recommend is not binding upon <br /> this commission. We thought at least this issue was of major <br /> significance, therefore, it should be discussed openly and we <br /> left it at that. This thing, I think, should then be discussed <br /> by the committee as a whole. <br /> The next area that the subcommittee actually <br /> went into is the creation of a reapportionment commission. <br /> I think during the testimony, if the members of this commission <br /> will recall , there was suggestion that such a commission be <br /> created similar to the one in Honolulu. The committee has a <br /> proposal to present to this commission that we will recommend <br /> it be adopted. In essence, without being very specific at <br /> this time, the proposal is that the reapportionment. <br /> commission <br /> be created and it commence or be started as of 1983. It to <br /> consist of 11 members and its initial date would be' Februaryl , <br /> 1983. No member of this commission would be eligible to <br /> run for any of the positions in the first election after the <br /> apportionment. The commission will be authorized to apportion <br /> the existing council seats and it would be based upon, but <br /> not limited to, the recent federal census. Now, to clarify <br /> that the existing council seats that will be apportioned <br /> will be restricted to the 5 district seats. If we are talking <br /> about districting, it would be strictly to the district seats. <br /> As to how it would be apportioned it would be up to them. <br /> This reapportionment commission will have, in essence, <br /> procedurally up to the last day of September to come up with <br /> the final recommendation. It will, during the interim, it <br /> will be mandated to hold at least one public hearing during <br /> it throughout the districts of the county. On the last day <br /> of September it will file its reapportionment plan and upon <br /> filing, the reapportionment plan will then become effective. <br /> If any disgruntled resident of the county is not happy with <br /> that plan and wishes to contest it, that individual will have <br /> at least 30 days after filing to file his objections then <br /> with the court. <br /> The other modifications that were made, if I <br /> can direct your, attention to Article III , starting with <br /> Section 3-4. Qualifications.
