ODA: Before the nomination papers- are <br /> filed there are' 90 days between the nomination being filed <br /> and the primary election. So it wasn ' t arbitrary. <br /> There is a 3 month period, a 90 day period, <br /> between the close of nominations and the primary election. <br /> MR. CADINHA: Why can ' t there by one year? <br /> MR. OMONAKA: By State Statute election laws. <br /> MR. CADINHA: Do the election laws say we <br /> cannot put a residency requirement in the district? <br /> MR. OMONAKA: 90 days was spelled out in the <br /> law. <br /> MR. CADINHA: How can you differentiate district <br /> from any other <br /> MR. ODA: If you were a resident of the county <br /> to say that you--have to "live ri a specific district to run <br /> from: ;that district is different than saying you are a resident <br /> of the county. <br /> MR. ISHIDA: In other words , the one year would <br /> still be applicable to run for office. <br /> MR. CADINHA: On the county level but we could <br /> still have the musical chairs going on within districts and <br /> so the theory of representation being district representation <br /> is completely blown out the window. <br /> MRS.
