CHAIRMAN SAKATA: Right now there are two <br /> proposals from the subcommittee on 3-2 the composition and <br /> terms of the council. The first one was 5 from the district <br /> and 2 at-large. The other proposal was 5 from the district <br /> and 4 at-large. <br /> MR. SCHUTTE : Mr. Chairman. District 2 would <br /> have two, is that correct? We are looking at four districts <br /> with 2 coming from District 2. <br /> CHAIRMAN SAKATA: Right. One, three and four <br /> will have one each and the second district will have two. <br /> MR. OMONAKA: Mr. Chairman. I move that we <br /> go on a 7 man council of which 2 councilmen run at-large. <br /> One councilman run from the 1st Representative House District. <br /> One from the 3rd. One from the 4th. And two from the 2nd <br /> House District. <br /> MR. TRULSON: I second that motion. <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that we have 5 district councilmen. One from the 1st Representa- <br /> tive House District. Two from the 2nd Representative District. <br /> One from the 3rd. One from the 4th. And two at-large. <br /> Any discussion on this? <br /> MR. OMONAKA: Mr. Chairman. In terms of <br /> procedure, the motion is merely to get 5 from districts and <br /> 2 at-large. Will that motion fly or would we have to adopt <br /> the term as well? Or can we take this one motion at a time? <br /> CHAIRMAN SAKATA: I think it would be better to <br /> take it one motion at a time. Separately. <br /> MR. SCHUTTE : I would like somebody to explain <br /> the reason a little bit more for five and two. I 'm looking <br /> at five and four. <br /> MR. OMONAKA: You've heard testimony and I guess <br /> you have read the minutes and no matter where we went there <br /> was a strong position by all those who testified that we need <br /> to have some kind of district representation. One of the <br /> biggest complaints they had was despite the fact that they <br /> voted for nine councilmen, they couldn ' t get one of them to <br /> really respond to their "needs. So they reaLly felt that with a <br /> pure district, at least some form of district representation <br /> on the council, they will somebody responsive and so the only <br /> way we can go into a district without spending a lot of time <br /> into cutting up into small different areas. If we went for <br /> a pure district setup and we had only five councilmen, I think <br /> that the five council would be too small . So as counsel has <br /> told us what can really stand up in terms of any challenges <br /> with the present house we would be on pretty good grounds. <br /> So that is the rationale for that five district setup. In terms <br /> of the addition41. If we go for four at-large, you kind of <br /> -38- <br />
