I feel five and four is very important. <br /> Five and two distinctly put the Hilo voters in a position to <br /> vote for the majority of the seats on the council, period. <br /> Ka' u voters, Kona voters, Waimea voters, whatever can only <br /> vote for what represents a minority. <br /> MRS. KOBAYASHI : How would we have the majority? <br /> MR. CADINHA: Because you have 2 districts and <br /> you have 2 at-large. That ' s four out of a seven man council. <br /> The Kona voter is going to vote for basically three in terms <br /> of geographical distribution. If you go to -five, four any one <br /> of the outlying districts that has one representative, Hilo <br /> having two, can still vote for four at-large which is five <br /> votes and would be a majority on a 'nine man council. That is <br /> why I personally feel that a five, four makes sense. But, now <br /> you take a vote. <br /> MR. SCHUTTE : That would be my intention also, <br /> a five, four. . . . <br /> MR.
