CHAIRMAN SAKATA: The motion before the body <br /> was a 5-2 council makeup. Does anybody want to amend 'this <br /> motion? <br /> MR. SCHUTTE : A point of order. I don ' t <br /> understand where we are, Mr. Chairman. <br /> CHAIRMAN SAKATA: Right now the motion before <br /> the body is a 5-2 council makeup. <br /> MR. TRULSON: Mr. Chairman. I feel that I <br /> would like to withdraw my second on the motion. <br /> CHAIRMAN SAKATA: Mr. Trulson seconded last <br /> week on the 5-2 motion. <br /> MRS. KOBAYASHI : I ' ll second the motion. <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that the council makeup wll ,,be five and two. Is there any <br /> discussion? <br /> MR. SCHUTTE: Mr. Chairman. I just have to <br /> put in a last minute pitch for a 5-4 makeup of the council. <br /> To me this is district representation. It satisfies all , I <br /> believe, the requisites that have been asked of us. It gives <br /> us , I believe, the continuity. It gives us the numbers and <br /> I would seriously ask that on voting that each and every member <br /> of this commission certainly consider the 5-4 concept to the <br /> 5-2. <br /> CHAIRMAN SAKATA: Is there any other discussion? <br /> If not, are you ready for the question? <br /> MR. OMONAKA: Ask t <br /> heq uestion . <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that the council makeup will be five and two. We will take a <br /> vote. <br /> Ayes - Yanaga, Kobayashi , Noes - Cadinha, Trulson , <br /> Yagong, Omonaka, Iwamoto, Ishida, <br /> Sensano, Sakata - 6 Schutte - 5 <br /> The composition of the Legislative Branch, <br /> Article III , County Council shall be made up of five and two <br /> at-large. <br /> MR. OMONAKA: Mr. Chairman. I move that the <br /> councilmen running from districts run for a two year term <br /> and the councilmen running at-large run for a four year term. <br /> MRS. KOBAYASHI : I second the motion. <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that the councilmen running districts will be for a term of <br /> two years and at-large councilmen for a term of four years. <br /> Is there any discussion on this? <br /> -19- <br />
