MR. SCHUTTE : First of all , these two councilmen <br /> at-large, are there any district requirements on that? Are we <br /> going to have residential requirements or is that just at-large? <br /> MR. OMONAKA: The original motion was no <br /> residence re'quirements. <br /> CHAIRMAN SAKATA: Are you ready for the question <br /> then? <br /> MR. ISHIDA: Mr. Chairman. Could we have a <br /> short recess? <br /> RECESS: At 4: 20 p.m. the Chair called for a short recess. <br /> RECONVENE: At 4: 26 p.m. the meeting was reconvened. <br /> CHAIRMAN SAKATA: Right now the thing that is <br /> before this commission is the term of office and it has been <br /> Moved and seconded that the term of office will be two years <br /> for councilmen from the district and four years for at-large <br /> candidates. <br /> MR. ISHIDA: Mr. Chairman._ May I ask, Mr. Omonaka, <br /> your rationale for that proposal? <br /> MR. OMONAKA: Well the .cost of campaigning this <br /> year would be reduced considerably for those who run from the <br /> district and so naturally the guys who run at-large should at <br /> least have four years for each time that he runs because he <br /> has to run island-wide. His expenses would be much, much <br /> higher than the councilman running from a district so this is <br /> the reason why I proposed two for district and four at-large. <br /> MR. ISHIDA: I am in a quandary because I favor <br /> four year terms. But then I was figuring on a four year term <br /> with staggered terms but I don ' t know what to do with seven. <br /> The feasibility of having staggered terms with seven people. <br /> That ' s my problem. I like four year terms and I like to see <br /> accountability and I see staggered terms a means of account- <br /> ability. That is my problem right now. Maybe somebody can <br /> help me. <br /> MR. ODA: The only way you are going to have a <br /> staggered term system really work as a staggered term is to <br /> have four year terms. Right now, as Mr. Schutte said, if we <br /> have two year terms as suggested, that portion was built-in. <br /> MR. ISHIDA: No, this is why I say, I like <br /> four year terms but I think if we have sufficient council <br /> people, I think , each individually they should be serving a <br /> four year term. But I have a problem as to whether a staggered <br /> term type of situation would be feasible to the seven member <br /> council . That is what my quandary is. <br /> -20- <br />
