CADINHA: My motion is specifically to, now, <br /> I confess I haven ' t read this thing thoroughly, but does this <br /> say the reapportionment committee will reapportion the five <br /> district votes or the seven votes? District, right? Yes , that <br /> is my motion. Therefore we accept this. I 'm assuming nobody <br /> else has read it. . . . <br /> MR. ISHIDA: I have one small comment. Mr. Oda <br /> on the one thing I talked to you about earlier, this 1983 as <br /> opposed to 1981 . We had discussed that probably the census <br /> would not be ready in 1981 therefore we put 1983. In the event <br /> the census is ready in 1981 , should not we provide that <br /> reapportionment be done as soon as possible? <br /> MR. ODA: I suppose it can be done. Just by <br /> way of analogy, the State 'reapportionment commission--there <br /> was a change made, I believe it was the State reapportionment <br /> commission, the State Constitution, right , the Constitutional <br /> amendment changed the reapportionment for the State House of <br /> Representatives from 1981 to 1983. I noted that in the last <br /> amendment that went to the electorate last year for the same <br /> reasoning, I guess, that we, this commission , had used 1983 <br /> as a guideline because of the concern of not having this thing <br /> out on time. I don ' t know, it is a matter of whether you want <br /> to make it a flexible matter or--my initial concern, Mr. Ishida, <br /> is that I don ' t know whether the reapportionment commission <br /> will have enough time to act even if they have the available <br /> data in 1981 . <br /> -24- <br />
