MR. ISHIDA: Well, no, I just felt that we <br /> are saying the appointment should be constituted on the first <br /> day of February of the reapportionment year. If the census <br /> is not ready by then and I assume that they won ' t be ready, <br /> I would think in the event the census is ready by the first of <br /> February of 1981 , could that contingency be taken care of? <br /> MR. ODA: I suppose so. <br /> MR. ISHIDA: Without affecting the validity. . . ? <br /> MR. ODA: Anytime after that there is just no <br /> way the reapportionment commission wo ld have any facts <br /> available to act. That is cutting it really close though. <br /> MR. ISHIDA: I don ' t know whether it would be <br /> ready or not. Practically speaking, it probably won 't be. <br /> MR. ODA: Because of the overall impact of <br /> redrawing district lines and all of that, rather than having <br /> --I don ' t know, this is just a comment but, I would think the <br /> safest way to use this is to use 1983. That way people have <br /> time to analyze it even if it is received 6 months or a year <br /> before, they have time to study it. If you get it hot off <br /> the press , I think you have a tendendy of rushing things. <br /> MR. ISHIDA: Let me ask you this, assuming the <br /> census report is completed in 1981 , sometime in 1981 , then as <br /> far as the reapportionment is concerned, it can be delayed <br /> until 1983 without any problems? <br /> MR. ODA: Oh , yes. I don ' t see any reason that <br /> . . .it would be still very, very valid in terms of the population <br /> statistics, based on 1980 if they act in 1983, it will be <br /> roughly 22-3 years old. <br /> MR. ISHIDA: No, I 'm not saying that point. <br /> I 'm saying that failure to act before 1983 , under the circum- <br /> stances, would that in any way affect the 1982 election? <br /> MR. ODA: I doubt it. <br /> MR. OMONAKA: Mr. Chairman. Can we defer this <br /> then , Richard , until we can get somebody who would know when <br /> the last census came out? If it is earlier, we can change <br /> the date earlier. <br /> MR. TRULSON : The ' 70 census came out in ' 72. <br /> And then they missed half of Kona, right? <br /> CHAIRMAN SAKATA: Is there any other discussion <br /> on this reapportionment?
