MR. TRULSON: Mr. Oda, what.,pollinc places were <br /> you going to change and make the districts 1 and 2 comparable <br /> to 3 and 4? <br /> MR. ODA: That would be precincts 11 , 12 , 13 , <br /> and 14 of district 2. Ainako, Kaumana, Puueo, and Wainaku. <br /> If you move those four precincts into district 3 , assuming <br /> districts 3 and 4 are combined for one at-large candidate, you <br /> would come up to. . . <br /> MR. TRULSON: Eleven through fourteen? <br /> MR. ODA: Eleven through fourteeen, right. As <br /> a matter of convenience, we just took off the last four. The <br /> numbers would come out just about a hundred difference in terms <br /> of registered voters. <br /> MR. ISHIDA: Mr. Oda, are you saying that if the <br /> commission attempts to place residency requirements on an at- <br /> large position , that we must adhere to some type of population <br /> based on registered voters? <br /> MR. ODA: I am not saying it must but if you want <br /> something objective to use, the registered voters list is pretty <br /> much the only thing that is available right now that makes any <br /> kind of sense. <br /> MR. ISHIDA: If we use the registered voters <br /> list for this basis, would that be inconsistent with the <br /> provision that we._, cannot use the registered voters list for <br /> the apportionment portion? <br /> MR. ODA: I don ' t think so. The reason being <br /> that this is merely a way of objectifying, if you can use that <br /> term, a otherwise arbitrary breakup of at-large districts, if <br /> a district breakdown is going to be made for at-large candidates. <br /> MR. ISHIDA: What about traditional district <br /> lines that have been testified to like Hamakua, ; Kona, Hilo. . ? <br /> MR. ODA: The problem with that is there is no <br /> basis for objectively tying that to any kind of population <br /> standard. Now, what I am saying is that if you use registered <br /> voters which is the only really figures that we have right now, <br /> it at least gives it some objective basis rather than just <br /> using geographical districts which are probably very far off <br /> in terms of even registered voters and population. I don ' t <br /> think it is inconsistent. I don ' t think we have much choice <br /> if a district residency requirement for at-large candidates are <br /> to be considered because that is the only thing that we have, <br /> unfortunately. <br /> The other reason why I am suggesting this is <br /> that Maui , in breaking up East and West Maui for its councilmen , <br /> has used House Representative District precincts to divide East <br /> and West Maui under the Maui County Charter. We happened to <br /> see that since the last hearing here and I thought it was a <br /> pretty good idea if this commission is going to do that. <br /> -3- <br />
