Maui had the same problem breaking up into East and West Maui <br /> so they used the precincts of the House Representative Districts <br /> to divide who is in East Maui and who is in West Maui . <br /> MR. CADINHA: Mr. Chairman. A question, Stuart, <br /> just in layman ' s terms what you are saying is that if we <br /> entertain redistricting we can assume that the State Represen- <br /> tative layout is a sound basis , but yet if we attempt to place <br /> a residency on at-large we can ' t make that same assumption? <br /> MR. ODA: I 'm sorry, I don ' t fuly .understand `that. <br /> MR. CADINHA: I don ' t understand it, that ' s why <br /> I 'm asking the =question. <br /> MR. ODA: I don ' t understand your question. <br /> MR. CADINHA: Richard, rephrase yours. Isn ' t that <br /> what you were asking? <br /> MR. ISHIDA: No. My, question^. was in our original <br /> reapportionment, we were informed that registered voters should <br /> not be used as a basis, but now he is telling us that if we <br /> entertain at-large positions and we wish to place residency <br /> requirements on these at-large positions then he feels it is not <br /> inconsistent to use the registered voters as a basis on which <br /> to draw lines as far as t'odetermine where the residence lines <br /> will occur. <br /> MR. ODA: Part of the reason is that I don ' t <br /> think it is inconsistent is also because of the fact that you <br /> would have everybody voting for that individual anyway. It is <br /> merely saying where that person shall run from, where he shall <br /> live in order to run from that district. So it substantially <br /> waters down the so-called halo of any illegality or misplacement <br /> of that particular, or misuse of that particular, registered <br /> voters list. <br /> Had it been if you used registered voters and <br /> that person , only those people from that particular district <br /> can vote, I think that would be inconsistent. But if you are <br /> talking about at-large candidates over here whom everybody will <br /> vote for anyway. . . <br /> Under the present setup, the way the present <br /> County Charter is drafted, the at-large candidates of course <br /> run from anywhere, they can be residents of any district. I <br /> don ' t know of any other alternatives if a residency requirement <br /> is going to be used for a breakdown of residency requirement <br /> made between East and West or whatever. <br /> MR. ISHIDA: Stuart, on this thing of registered , <br /> voters, you didn ' t make any attempt to determine how the- - --- <br /> registered <br /> registered voters preferred the present residency district. . . <br /> MR. ODA: Per residency district? <br /> -4- <br />
