Of the 5 district councilmen , one shall be <br /> elected from district 1 ; two shall be elected from district 2; <br /> one from district 3 ; and one from district 4. Of the four at-large council- <br /> men,, one shall be a resident of district 1 ; one a resident of <br /> district 2; and one a resident of district 3 ; and one a <br /> resident of district 4. Each shall be elected for a term of <br /> four years. <br /> Mr. Chairman , my reason for suggesting this <br /> proposal is that I believe that we have been able to, by having <br /> it, we contain the district representation. We also entertain <br /> the two year terms and we entertain a four year term which to <br /> some degree will act as a staggered term for the continuity of <br /> the county council . <br /> My thinking of having the four elected at-large <br /> but with district resident requirements is that I believe that <br /> gives each representative district councilmen, one elected from <br /> within the district and one ."'at-large but with district resident <br /> requirements. In this case, here, it also gives, or considers, <br /> Hilo and allows Hilo two district candidates and one at-large <br /> candidate. But in any case each one of the districts shall be <br /> voting for five candidates with the exception of Hilo that <br /> would be voting for six. It appears that regardless of how we <br /> cut this up, mainly by numbers, I believe Hilo will have one <br /> additional candidate. <br /> I 'm not looking at it from a standpoint of East <br /> and West. You have heard our counsel mention that if you to <br /> divide it by East and West, if you are looking at it what West <br /> represents today you are looking at district 4 where there are <br /> only 8 thousand some odd registered voters. . .if we are to use <br /> that as a objective assumption . If we are to divide that up <br /> equally into two districts representing the East and two <br /> districts to represent the West, we could consolidate district <br /> 3 and 4. But as counsel has suggested, to make it as evenly <br /> as possible, it would be necessary to include the four precincts' <br /> I believe into district 3 out of district 2. <br /> I would like some reply to this, I think this <br /> particular proposal meets all of the legal requirements and, <br /> as I said, earlier, it does give each district two elected <br /> officials, although one would have only resident requirement <br /> and would be elected . at-large. <br /> CHAIRMAN SAKATA: Is there any discussion on <br /> this? <br /> MR. According to Kalani ' s proposal , <br /> this would mean that the 2nd House District ,under his <br /> concept would be voting for six councilmen, two by virtue of <br /> a residency requirement; one by virtue of an at-large candidate; <br /> as well as three other at-large candidates.
