ODA: I would think so, if you want to use <br /> that. It doesn ' t have to be an East and West designation. You <br /> can use districts 1 and 2, 1 and 3, 2 and 4. Whatever <br /> mathematics it might come out to. <br /> Actually, Mr. Chairman , it takes a couple of <br /> minutes to look at these things and kind of digest it. It is <br /> very difficult just to absorb it while you are looking at it <br /> and other .people are talking at the same time. <br /> Maui broke up its island into three separate <br /> districts, East, West, and Central and designated East by <br /> representative districts, West by representative districts , <br /> and Central by representative districts. <br /> MR. SCHUTTE : Mr. Chairman. Has the Chair <br /> entertained discussion relative to the legislative branch, <br /> composition and terms? <br /> CHAIRMAN SAKATA: Right now, what Mr. Oda has <br /> presented to us all the different alternatives when we <br /> discussed the legislative branch as of last week about the <br /> possibility of a 5-2, 5-4 kind of situation, and residency <br /> for four at-large and residency for two at-large and non- <br /> residency requirements for at-large seats. So with this <br /> information before us, probably we can get into the meat of <br /> the day. The thing that was deferred last week was the <br /> makeup of the legislative branch of the county council, <br /> Section 3-2 which we talked about was composition and terms. <br /> MR. SCHUTTE : Mr. Chairman, are you going to <br /> specifically stick to that particular point or are you opening <br /> it up for discussion? <br /> CHAIRMAN SAKATA: We will open it up for <br /> discussion. I think last week we talked about a 5-2 situation <br /> and also on a 5-4 situation. So we can still further discuss <br /> this and then maybe we can get to the point where we can get <br /> all the information and discussion put away and then finally <br /> get to a vote on this. <br /> MR. ' SCHUTTE: Mr. Chairman, if that be the <br /> case, may I put forth some information for discussion and <br /> possible consideration? <br /> In regards to the legislative branch of the <br /> county council , Section 3-2 , we have discussed the 5-2 concept. <br /> We have also discussed the 5-4 concept. I would like to, at <br /> this time, discuss a 5-4 concept and I will just read it from <br /> notes I have here. <br /> . . .There shall be a county council composed <br /> of 9 members. Five shall be residents and elected from within <br /> -6- <br />
