MR. TRULSON: Right, 25% of the total number <br /> of persons who voted, and with that change I would like to <br /> make a motion that we accept recall as submitted. And <br /> every area where that is necessary to change it. <br /> CHAIRMAN SAKATA: Then you don ' t want the <br /> 50%. . . <br /> MR. TRULSON: I 'm referring to the top section. <br /> Section (a) and (b) wherever it says 20%, it should say 25% <br /> as the total number of persons who voted. <br /> MR. SCHUTTE: Omit the word, registered. <br /> MR. TRULSON: With those changes, I move to <br /> accept this proposal on recall. <br /> MR. SCHUTTE: I second it. <br /> MR. TRULSON: It has been moved and seconded <br /> that we adopt this proposal on recall , deleting the word,; <br /> /registered7 in subsection (a) and (b) and changing the/20%7 <br /> to 25%.;of all persons who voted. <br /> MR. ',ISHIDA:. Discussion,, Mr. Chairman. If <br /> we say that 25% of those who voted. . .do you feel that it is <br /> more difficult than 25% or 20% of registered voters? Or is <br /> that not taken into consideration. It is my assumption that <br /> generally you have 70-80% of registered voters, voting. . .and <br /> if you take 25% of that, that doesn ' t come close. I don ' t <br /> think that comes close to 20% of the registered voters. <br /> MR. TRULSON: Well, my idea was. . . <br /> MR. ISHIDA: I understand that position, the <br /> only thing I 'm saying is you also consider that it should be <br /> difficult to initiate the petition, but, to me, you may, in <br /> fact, be making it easier to initiate the petition by 25% of <br /> those who voted, by restricting it only to those who voted. <br /> MR. TRULSON: By raising it from 20% to 25% <br /> and making it to the person who voted, I am getting to the <br /> same point that I don' t feel if I am a registered voter, I <br /> should go out and vote and of the man who is the office who <br /> should get out of there, if I didn ' t vote him in or out, I <br /> shouldn 't now have the chance to. . .that is just my personal <br /> feelings. <br /> MR. ISHIDA: I go along with that. . . <br /> MR. TRULSON: It should be difficult, but not <br /> impossible. We are making it difficult with the other section <br /> where 50% of the people must vote. <br /> MR. CADINHA: Recall has to win the election, <br /> in other words. <br /> MR. TRULSON: Pardon? <br /> -30- <br />
