MR. CADINHA: Recall simply has to win the <br /> special election, in other words. If you are talking about <br /> 50%, basically, the recall motion has to win the recall <br /> election. <br /> MR. OMONAKA: So, if you don' t get 50%, the <br /> recall is lost. <br /> MR. CADINHA: Right. What Richard is saying, <br /> is what is the intent of. . . <br /> MR. TRULSON: Well, he is saying perhaps. . . <br /> MR. CADINHA: Is the intent to make it harder <br /> or is the intent. . . <br /> MR. TRULSON: One point is harder and the other <br /> seems to make it easier. In my mind, I have compromised by <br /> raising the 20% to 25%. <br /> MR. OMONAKA: Richard is suggesting that 25% <br /> may be easier than 20% of registered and voters would be. <br /> MR. CADINHA: Perhaps the verbiage you want <br /> is "the greater of the two'. " <br /> MR. ISHIDA: I 'm with you, I think we should <br /> have a recall but I think we should make it difficult. I think <br /> it should be there in the event of an extreme kind of situation <br /> it should be available but I was just thinking the 25% your <br /> way might be making it easier than the 20%. <br /> MR. CADINHA: Excuse me, Mr. Chairman. <br /> Mr. Trulson, could you live with 25% of the registered voters? <br /> MR. TRULSON: Yes. Mr. Chairman, I would amend <br /> my motion to read 25% of the registered voters. <br /> MR. CADINHA: I second it. <br /> CHAIRMAN SAKATA: It has been moved and seconded <br /> that we amend the proposal to 25% of the registered voters. <br /> MR. ISHIDA: On the 50% thing, is the motion to <br /> be 50% voters who voted or registered voters? <br /> MR. TRULSON: It would have to follow that they <br /> would have to be registered_in :every_"instance. . It would <br /> have to conform. My motion would be to delete - the word <br /> voted and leave registered. I amended the motion. <br /> MRS. KOBAYASHI : May I just ask a general question? <br /> Why was recall not included in this_present charter? <br /> MR.
