As the weeks and months <br /> went by, I got thefeeling that. . .and as we did some research <br /> on it. . .I don ' t think Frances Higa was with me at the time. . .as I <br /> did some research on it, I could not come to grips with the <br /> actual meaning of it except on a very theoretical and philo- <br /> sophical basis. I think, presently, my thoughts on it are these <br /> that the language was left vague because--and I think <br /> Mr. Omonaka can correct me, if I- am wrong--that the previous <br /> group that attempted to amend the charter had extreme difficulty <br /> in defining and kind of putting boundaries around specific <br /> intent and purposes of this particular phrase any better than <br /> it is right now. I suspect, and I have nothing in writing to <br /> back me up on this, but my shotgun opinion on this is that in <br /> spite of the fact that we have commissions overseeing the _ <br /> operations of various departments such -as civil-service and water <br /> commission, and etc. , the recognition and the intent of the <br /> framers of the charter was that the Mayor, as the chief executive <br /> of the county, had to have authority, the administrative <br /> authority, on sort of a string out there, on a line out there, <br /> so that he could maintain some control over the operations of <br /> an executive department. The reason being, of course, because <br /> he is the elected official, solely responsible to the electorate <br /> for the;::operations, the functions and, in fact, any wrongdoings <br /> of the department. He is accountable to the electorate so, <br /> therefore, he has to have some control and measure of supervision <br /> over the department. I cannot see any other reason why something <br /> like that would be there except to be sure that the Mayor has <br /> some control over the operation.
