It is basically your suggestion is to keep it to a <br /> limited number of no more than 7 because of 'voter confusion <br /> and frustration, or whatever. <br /> MR. TAMASHIRO: That's right. So if you are <br /> going to go upwards of 50 or more amendments you may consider <br /> paper ballots. But, again, your consideration there would be <br /> when you have many, many amendments listed on one paper °ballot <br /> then , again , the voter may have some problem in voting. But, <br /> then, the larger concern would be in the tallying of the votes. <br /> MR. ODA: It would have to be done manually? <br /> MR. TAMASHIRO: That' s right. <br /> MR. ODA: If the wording is submitted to, <br /> let ' s say, Mr. Legaspi, or, Mr. Arakaki ' s office and the <br /> proposed wording to be inserted on the actual ballot, how soon <br /> will we know whether the wording is .too overwhelming or it won ' t <br /> fit on the card, or whatever. We don' t have too much time to <br /> fool around with things like that. <br /> MR. TAMASHIRO: How soon would you come out <br /> with your proposed draft? <br /> MR. ODA: I believe the final draft is due in <br /> the Clerk' s office on August 10. <br /> MR. TAMASHIRO: Not wanting to commit his <br /> time, not knowing what support he has. .we could assist that <br /> office with the wording and come back to you in a fairly <br /> reasonable time. I really don ' t know what kind of staff <br /> support they have. <br /> MR. ODA: I see. <br /> MR. SCHUTTE: Mr. Chairman. Mr. Tamashiro, <br /> how do we address the various word changes in different <br /> sections of the charter where there is a lot of language. . . <br /> certain words that have to be corrected, and it could be very <br /> numerous. <br /> MR. TAMASHIRO: Yes, well that is what I was <br /> trying to point out. If you are attempting to do your <br /> housekeeping as well as changing all the amendments and you <br /> end UO with 50 or 60, or, whatever, that voters will have to <br /> vote on, it would be very difficult, I think, for you to try <br /> to present it on a punch,;card ballot. <br /> MR. ODA: Like, let 's say, the phrase "confirm <br /> by the council. " We were talking about that outside. Your <br /> suggestion on that would be to handle it any one way? <br /> MR. TAMASHIRO: You could come up with one <br /> basic question and then cite the chapters for it because the <br /> change would be the same for all of the sections.
