MR. TAMASHIRO: Yes. I would strongly recommend <br /> that you do have an English ballot, but make available some <br /> facsimiles on a 82 x 11. That is part of the state system, <br /> by the way and we could assist in that area. As a matter of <br /> fact, the County Clerk 's office called us, the Lieutenant <br /> Governor' s office ,to assist in that area of the elections. <br /> MR. ODA: So the size of the printing and all <br /> that, that is determined by whom? <br /> MR. TAMASHIRO: It is pretty much dependent on <br /> what we want, or, what you want, yourself, and in talking to the <br /> vendor. The samples that I distributed should give you an idea <br /> of the size. These are samples of actual ballots that we use <br /> throughout the state. I think you have a sample of a ' 70 Kauai <br /> Charter. Every election, I think, we have a few county charter <br /> amendment ballots. . <br /> MR. SCHUTTE : Mr. Tamashiro, we are going to <br /> have a problem. . .there are some sections you just can ' t limit to <br /> the housekeeping. . .there is the intent. . .I don 't see how it is <br /> possible, at the moment. <br /> MR. TAMASHIRO: Well , maybe we can have your <br /> attorney look at it and come up with some short, concise. <br /> statements to put to the voters. I know that is a problem <br /> but, again, you know, if you are going to have too many, you <br /> are going to confuse the voter and they won ' t even grasp. . .and <br /> not vote, they will just refuse. That was one of the problems <br /> with the ConCon-." One other strong suggestion I have is that <br /> you do have a positive ballot that lets the voter choose yes <br /> and no, for and against, not the way they did it in the ConCon. <br /> MR. ODA: Did you folks have anything to do <br /> with the wording of the ConCon ballot? <br /> MR. TAMASHIRO: No. <br /> MR. ODA: You know, George, your office must <br /> have had some experience in handling these housekeeping amend- <br /> ments, let ' s say, for the City and County -of Honolulu, or <br /> maybe for some other county, I don 't know. I know there is <br /> no sample here. . . <br /> MR. TAMASHIRO: For myself, I am not aware of <br /> that but I can look back. I can go back to the office and <br /> dig around and call up the county and find out how they handled <br /> it. It was probably handled prior to the use of the punch card <br /> system.
