TRULSON: Mr. Oda, it was my understanding <br /> at the last meeting there wereprograms that were not included <br /> in the Executive Departments or Agencies. <br /> MR. ODA: Yes, but the definition of agency <br /> in the charter means any office, department, commission or <br /> other governmental unit, so what I am concerned about is, <br /> I wonder whether we are prohibiting any review of everything <br /> by the definition of program. You see my concern? It is <br /> such a broad, the word agency is such a broadly defined term <br /> in the charter and even the committee, as I said, to protect <br /> the monkey pod tree, if something like that existed, could <br /> possibly be an "agency. " To limit it to a specific type of <br /> agency is very difficult from the standpoint of drafting <br /> unless I know the -intent of the. . . <br /> MR. ISHIDA: Can the term "program" be defined <br /> in the positive instead of the negative? <br /> MR. ODA: It can but I have got to know what <br /> type of programs are intended to be dragged into the net, <br /> so to speak. What programs do you have in mind? <br /> MR. SENSANO: I thought it --was all programs. <br /> Because these are all county programs. <br /> MR. ODA: A lot of these programs are attached <br /> to agencies like, let 's say, the Department of Research and <br /> Development, Committee on Aging, for example, is an adjunct, <br /> I think, of either Parks and Recreation or Research and <br /> Development. . .I think, Parks and Recreation. Do you mean <br /> onlythat kind of operation and leave out the Department of <br /> P <br /> --Parks and Recreation? <br /> MR. SCHUTTE: Maybe we should change it. . . <br /> MR. ODA: Everything in the county is supported <br /> by public funds, wholly or partly. <br /> MR. TRULSON: There are many programs and it <br /> says the county council shall critically look at them. I 'm <br /> sure that if someone were to read into the intent of one <br /> of these programs the Department of Water, I 'm sure the <br /> council is going to take a very short look at it. . . <br /> -26- <br />
