ISHIDA: There is going to have to be <br /> some kind of distinction as to programs that are authorized <br /> by the council as opposed to programs within each department. <br /> Because, generally, as you know, as any type of activity or <br /> program that is sponsored by it or it means any department <br /> for which it is responsible. If it comes up upon review of <br /> the 'annual budget meeting would be good enough. <br /> MR. ODA: Everything, right? <br /> MR. ISHIDA: Yes. I think we are more concerned <br /> on those that are specifically created or funded by council <br /> where it is not, if I can think of an example. . .I can see your <br /> problem whereby the agency comes up with the recommended - <br /> program in their budget and it is funded by council. Yes, I <br /> can see the problem. <br /> MR. ODA: I know you want to exclude the <br /> agencies, themselves, but you don' t want to exclude divisions <br /> or bureaus within that agency. I think that is what is <br /> meant. <br /> MR. TRULSON: Does any other county have a <br /> Sunset proposal? <br /> MR. ODA: Not that I know of. The reason for <br /> it, I suppose, is that by virtue of the legislative branch <br /> having control over budget appropriations, itself, is a <br /> built-in, so-called, Sunset authority. The difference, if <br /> you mandate something in the charter, of course, is that you <br /> are requiring the council to look at it kind of a second time, <br /> critically. Whether it is going to accomplish anything, I <br /> don ' t know. <br /> MR. SCHUTTE : Stuart, presently, the council <br /> has the authority to review these programs anyway. All we <br /> are doing here is specifically saying or directing them that <br /> they review these various programs and it is a matter of <br /> do we separate them or do we include everything. I would say <br /> that it is kind of hard to go down the line and pick out <br /> very specific situations and then tie them down to just those <br /> -27- <br />
