MR. SCHUTTE: Mr. Chairman. I would like to <br /> address Mr. Nottage. First of all, I, personally, resent the <br /> assumption from Mr. Nottage that this commission, . in general, <br /> is negligent in representing the people of this county. I <br /> think that is a very broad statement and I believe that my <br /> fellow commissioners here, although our views may differ <br /> from time to time, I do believe that in our own behalf we <br /> feel that what we are doing here is for the benefit -of the county. <br /> So, I would appreciate it if you would not assume, in general , <br /> that this commission is negligent in looking at these problems. <br /> MR. NOTTAGE: Mr. Schutte. I do apologize. I <br /> realize that there was a very close vote on this issue which <br /> is one of our major considerations and because of the closeness <br /> of this vote I cannot do anything but apologize to you because <br /> there were a number of people who, I feel, very strongly, were <br /> looking out for the interests of all the people in this <br /> county. Thank you, very much, for bringing that to my <br /> attention. <br /> MR. SCHUTTE: Mr. Chairman. Mr. Moss, I have <br /> your note that you sent in by Mrs. Isbell. I think you <br /> mentioned-here that the recommendations by your group is that <br /> 9 councilmen be elected- from -the present four representative <br /> districts, none at-large until the reapportionment. . . <br /> MR. MOSS: I don 't think I quite got your <br /> point, Mr. Schutte, I 'm sorry. Are you saying that that was <br /> not part of Mrs. Isbell ' s original. . <br /> MR. SCHUTTE: No, I am saying and this is <br /> out of the text. . .it says that these 9 as a recommendation by <br /> her and the people she represents says that she suggests that <br /> 9 councilmen be elected from the present four representative <br /> districts until such time that the reapportionment is made <br /> separating it into the nine districts. . . <br /> MR. MOSS: I .don' t believe Mrs. Isbell proposed <br /> that, to tell you the truth, however, it was the final <br /> agreement of the West Hawaii groups that took out the advertise- <br /> ment in the paper and to which we testified to ,"in the- public <br /> hearing in Kona. That advertisement was made part of the <br /> record of the commission. <br /> MR. SCHUTTE: I am just reading it off the <br /> communication that she provided us with when she appeared <br /> beforeus i didn ' t know whether you were aware of it. . . <br /> MR. MOSS: Yes, I referred to it a little while <br /> ago with the nine people coming from the four representative <br /> districts. This is a less of a spread in voters per <br /> representative per council member than the tentative proposal <br /> of the commission, the tentative conclusion of the commission <br /> at the moment. <br /> -5- <br />
