MOSS : I think you are correct, Mr. Schutte. <br /> Our primary goal is a permanent solution which would have nine <br /> election districts evenly divided up for the island with. a <br /> council of nine people. The interim is less important to us <br /> than the ultimate goal of the nine equal districts and with <br /> direct election and no at-large election. The proposal for the <br /> interim was a way of getting there and keeping your nine council <br /> members, as we have, at present. <br /> MR. SCHUTTE: Then you are asking this commission <br /> to reconsider and to adopt this proposal. . . <br /> MR. MOSS: We would very much like to see that <br /> done, yes. <br /> MR. SCHUTTE: You are not. askingat this time that <br /> we actually do the reapportioning ourselves. . . . <br /> MR. MOSS: No, I think that rightfully belongs to <br /> a reapportionment commission which its only duty, as I understand <br /> it, is to draw up the lines of equal population districts and <br /> then you can provide, it seems to me, an interim method of <br /> electing the council and say that starting with the election of <br /> 1984 that it will be done in a permanent fashion from thereon. <br /> MR. SCHUTTE : Okay, thank you, very much. I just <br /> wanted to get at what your intent was. . . <br /> MR. MOSS: Yes, sir, the interim proposal was <br /> based on the convenience of the fact that the representative <br /> districts are here today. They are reasonably. contiguous. . They <br /> are reasonably even--they are not really terribly even but they <br /> are better than anything else that is available at the moment <br /> and as Mr. Oda has said sometimes, if it has never been <br /> challenged .We elect the State Representatives from those <br /> districts, they are probably legal districts. <br /> MR. TRULSON: Mr. Chairman. I realize your <br /> groups have read the minutes of the_ past meetings and you know <br /> there were different proposals that were considered besides <br /> the 5-2 makeup. There was the interim one that you spoke of. <br /> Also there was the option to leave it the way it is until the <br /> new census and reapportionment. There was a third one <br /> proposed by Mr. Schutte and that is where 5 councilmen are <br /> elected from the 4 districts and two from District #2 with a <br /> residency requirement in that district and 1 councilman--4 <br /> at-large, but each one has a residency requirement in the <br /> district.
