SCHUTTE: Mr. Chairman. A correction as <br /> suggested by counsel regarding Section 3-3, <br /> Reapportionment and Reapportionment Years. <br /> Subsection (g) A move to delete the word "five" where it says <br /> the commission may apportion the "five" district council seats. <br /> . .I move that we delete the word "five" so that this section <br /> would read. .the commission may apportion the district council <br /> seats. <br /> MR. OMONAKA: Second. <br /> CHAIRMAN SAKATA: It has been moved and <br /> seconded that we delete the word /five from Section 3-3 on <br /> subsection (g) . Any other discussion-on this? <br /> MR. OMONAKA: Mr. Chairman. Then the intent <br /> here is that if either one of the 5-2 or the 9 district fails <br /> that there will be no reapportionment language in this charter. <br /> Is that correct? <br /> MR. SCHUTTE: Mr. Chairman. It is my under- <br /> standing according to counsel that if we reverted back to what <br /> exists today, that the language would stand. <br /> MR. ISHIDA: Can we clarify that point? Since <br /> whatever option- is to be decided, there is going to be a <br /> reapportionment section for each plan. Can 't we just <br /> consolidate it as each option. In other words, the status quo <br /> would not have a reapportionment plan. <br /> MR. ODA: So there is no reapportionment plan <br /> except for option #1, and #2? <br /> MR. OMONAKA: Right. <br /> MR. ISHIDA: I would like to put a question to <br /> counsel. You know, in view of the fact that although it is <br /> statutorily mandated that the 1980 census be reported out by <br /> April 1 , 1981, does that in any way affect our provision in <br /> our reapportionment section about 1983?
