MR. ISHIDA: Subsection (a) . We originally <br /> adopted the year 1983 because I think we were informed that the <br /> last census was published in 1972, I think , :the 1970 census. <br /> MR. TRULSON: Mr. Ishida, I believe we had some <br /> testimony, besides, the 1980 census probably would be available <br /> in April of '82. <br /> MR. ISHIDA: Right. We were not informed at that <br /> time that it was statutorily . mandated that the report will be <br /> ready by April of 1981. We weren ' t informed of that at that <br /> time and now that we have thatinformation does that--I don ' t want <br /> to place the reapportionment committee in the position where we <br /> say that they .have to reapportion in ' 81 or ' 82 and then find out <br /> that the census report isn ' t ready. <br /> MR. ODA: That ' s why we made 1983 the reapportion- <br /> ment year. <br /> MR. ISHIDA: Right. <br /> MR. ODA: To provide them with adequate leeway-- <br /> cushion time. <br /> MR. ISHIDA: My question is, in 1970 before the <br /> census was there a statutory provision? Was it statutorily <br /> mandated that the report should have been published by, say, <br /> April of 1971? <br /> MR. ODA: I don ' t know. <br /> MR. ISHIDA: I don ' t know, you see, because if <br /> there was no such mandate then I would think in view of a <br /> mandate for the report to be published by 1981, then we will <br /> have information by April of 1981. Maybe the reapportionment <br /> committee should meet earlier. <br /> MR. ODA: I thought we discussed that already. <br /> MR. ISHIDA: We discussed it but we did not have <br /> the information before us that there is a statutory provision <br /> now requiring that the 1980 census be published by April of <br /> 1981. We were informed ; that since the last census came out in <br /> April , I think it was, of 1972. We just assumed that it would <br /> occur at the same time. <br /> MR. TRULSON: Mr. Ishida, is there anything wrong <br /> with 1983 or do you think perhaps we could do it sooner? <br /> MR. ISHIDA: Well , I think that if the information <br /> is sooner, I think it is only proper that the reapportionment <br /> commission could do it sooner. If it is not, then of course, <br /> they can ' t do it. <br /> MR. TRULSON : I think by giving it €1-,gear 1983, <br /> although you say that it is mandated now that it shall come out <br /> by 1971 , maybe 1991 it won ' t be that way. If we say 1983 and <br /> every tenth year we should be okay if the census is every ten <br /> years. If it ' s going to be 1980 , it ' s going to be 1990 and the <br /> year 2000. 1983 is giving enough leeway to make sure that it <br /> is in. <br /> -17- <br />
