MR. OMONAKA: I see what you are getting at. <br /> There is a possibility then to have the 1982 election under the <br /> reapportionment. <br /> MR. ISHIDA: Right. <br /> MR. ODA: Let ' s assume you get it in April of <br /> 1981 . The commission is constituted in February. Or, even you <br /> can make it in April. But, supposing there is a delay in there <br /> until September or October? I haven ' t counted the number of days, <br /> the total , they will have. But, from the day they convene, <br /> basically, it ' s about what, 8 months? From February 1 to <br /> September 30. It ' s 8 months that the commission has time to meet <br /> and let ' s say, it ' s April, so that' s if they convene on April 1 , <br /> assuming they have the information, they they will have up to <br /> the rest of the year, December 31 , assuming everything goes <br /> according to plan to do their work. Right, 8 months? That 's <br /> assuming they have the information on time, so, by January 1 , <br /> 1982 they should have, assuming no hitches , the reapportionment <br /> plan. Now, the nominations and all that sort of thing, I under- <br /> stand, sometime in the summer they close filing for seats and <br /> that kind of thing. We are talking about at the mostif.-everything <br /> goes okay, a possible 6 months, safety period , so to speak. So, <br /> maybe this thing can be worded in such a way if they can do it. <br /> If they cannot, it goes on to the next election as an option. <br /> MR. ISHIDA: Let me ask you one question. In <br /> view of the fact that we have this additional information of this <br /> 1980 census mandated to be published in April of 1981 , can we <br /> still delay it until 1983 as written now in our proposal? <br /> MR. ODA: I think based on timetable problems, <br /> we can. <br /> MR. ISHIDA: That ' s all I want to know. <br /> CHAIRMAN SAKATA: Mr. Oda, you feel that this <br /> 1983. . .the length of time is really a good cushion in this case <br /> MR. ODA: I do. <br /> CHAIRMAN SAKATA: Do you feel that is one of <br /> the reasons. . . . <br /> MR. ODA: Yes. First of all , I 'm not sure. . .. <br /> I haven ' t heard of that April, 1981. mandate. There may be one. <br /> But , if there is a mandate that it be published, I 'm concerned <br /> about whether the commission, itself, can have the actual copies <br /> available to work with in April of 198.1. It may be published in <br /> Washington , D. C. but before it filters down to this level may <br /> be another month, two months, three months and when do we <br /> constitute the commission? We certainly can ' t do it in February. <br /> They have nothing to do. They can only be convened upon receipt <br /> of the census information. So if they. . .I hate to be a pessimist <br /> on that but even if they mandate it to publish it, I don ' t think <br /> they' ll receive it in hand to really look at in April.
