MR. ODA: Rather than go over it page by page <br /> I 'm assuming that all of you have read it and maybe some <br /> general comments can be made with regard to anything that any <br /> of you may have seen on it. . . <br /> MR. TRULSON: You're speaking about the stuff <br /> you handed out last week, right? <br /> MR. ODA: Right, this compilation. <br /> MR. TRULSON: Then, Mr. Chairman, why don 't we <br /> break for dinner and come back and begin our work again. <br /> RECESS : At 6 : 20 p.m. the Chair called for a dinner recess. <br /> RECONVENE: At 8: 35 p.m. the meeting was reconvened. <br /> MR. ODA: Why don ' t I explain what' s involved in <br /> it .and= itthere are any further questions we can answer it. <br /> The first replacement page has to do with 3-13 <br /> and we can refer to that. Article III, 3-13. New Section 13. <br /> We had some discussions regarding emergency appropriations with <br /> comparison between that and the, I think it was 10-8 or something <br /> I recall. If you refer to 3-13 regarding emergency appropriations, <br /> emergency ordinances, we added two provisions there. One, of <br /> course, emergency appropriations may be made pursuant to section <br /> 10-8 regarding the financial procedures. The next paragraph, <br /> the affirmative"vote of all council members present or by two- <br /> thirds of the entire membership shall be necessary for adoption <br /> of such ordinances. I think that ' s in to last week ' s <br /> discussion. Any questions on those? <br /> We move on to the next replacement page which <br /> had to do with 3-18. New Section 3-18 regarding mandatory program <br /> review which was the Sunset provision, I believe. Mandatory <br /> Program Review-At least once every four years, the council shall <br /> critically review every program supported wholly or partially by <br /> county funds, and unless the council shall favorably authorize its <br /> continuation at current or modified levels, the program shall be <br /> terminated. The council shall adopt procedures and details to <br /> implement this section. <br /> The next one, Article XIV, New Section 9-8 on <br /> the second page of that. . .actually, 9-9, just above that.. The <br /> paragraph above 9-9. The first sentence of the first paragraph <br /> above Section 9-9 which is part of 9-8, top of the page. . .To meet <br /> a public emergency affecting life, health or property, the council , <br /> deleting upon written request by the mayor, may make emergency <br /> appropriations. That ' s basically in conformity with the previous <br /> section on 3-13. <br /> MR. TRULSON: Excuse me, are you talking about <br /> Article XIV? <br /> -31- <br />
