MR. YAMASHIRO: There is always that advantage. <br /> MR. OMONAKA: That ' s the point I 'm getting at. <br /> MR. YAMASHIRO: But the thing is we' re trying to <br /> balance off the election of people with what is good for the whole <br /> county. The ease of election does not necessarily make it in <br /> the best interest of the whole county. We can look at the <br /> situation. If the present situation was a 9 member represent- <br /> ative district there would be nothing in Mr. Schutte' s district, <br /> there would be nothing in Mr. Ishida',s district, there would <br /> be nothing in Mr. Cadinha' s district; because they are not part <br /> of the majority. That ' s what we are saying. To preclude that <br /> type of situation in our county because of our diverse nature <br /> we have to have some balance. <br /> Anyone that wants to run, can run. I think we've seen <br /> people run like Mr. Levin who took off on his own, or Archie <br /> Hapai. The people that want to run will run and can be <br /> elected. I think with the campaign spending law that has come <br /> into effect, they will get funding. It ' s a matter of sacrifice <br /> or making the determination of what they want to do. <br /> But I think besides the ease of election we have to <br /> look at what is in the best interest of this county. Is it <br /> really the best interest to emphasize the diverse nature? <br /> MR. OMONAKA: If you were elected from a single <br /> member district, would you have voted for the example, the <br /> Kona needs? <br /> MR. YAMASHIRO: =Depending upon what was in my <br /> district. I can honestly say we'd have to trade off. I 'd <br /> trade for that. <br /> MR. OMONAKA: So you would do that? <br /> MR. YAMASHIRO: That ' s correct. <br /> MR. OMONAKA: Okay. Very good. <br /> MR. YAMASHIRO: I 'd have to take care of my district. <br /> I would have to make sure that my district was represented. <br /> MR. OMONAKA: One more question. Did you not make <br /> the statement that the present council setup is good? <br /> MR. YAMASHIRO: I think that opposed to anything that <br /> is presently on the ballot it is a better system. <br /> MR. OMONAKA: Are you aware then that there are <br /> three propositions on the ballot as the commission now has <br /> adopted and one of those will be the present setup? <br /> MR. YAMASHIRO: Correct. But what I was suggesting <br /> is that this commission was selected to make decisions. Make <br /> hard decisions. <br /> -12- <br />
