MR. OMONAKA: We have. <br /> MR. YAMASHIRO: So they should analyze their <br /> decisions on the basis of what is really of the best interests <br /> and make the decision. Perhaps the decision should be no <br /> change. <br /> MR. OMONAKA: Well , it ' s there on the ballot as <br /> far as the council makeup is concerned. <br /> MR. YAMASHIRO: If you are going to propose two <br /> other proposals, put a third one on for 5-4. <br /> MR. OMONAKA: The third one will be the status-quo. <br /> MR. YAMASHIRO: Another third one for 5-4, so you <br /> have four propositions on the ballot. That gives you more <br /> opportunity for local participation as opposed to 5-2. If <br /> you are concerned about broader citizen participation , we <br /> increase the number of officeholders. <br /> MR. OMONAKA: I have no more questions. <br /> MR. SENSANO: Mr. Chairman. Mr. Yamashiro, I think <br /> I heard you correctly when you said that the best candidates <br /> may not be from the less densely populated districts. By the <br /> best, do you mean that the candidates who will get the most <br /> votes and get elected. . .in your mind, does the fact that the <br /> person gets enough votes to be elected signify that he is <br /> the best qualified candidate? <br /> MR. YAMASHIRO: The best candidate is the one that the <br /> people-feel-sri best represent them and is elected and, <br /> Mr. Sensano, to answer your questions about rural areas, if <br /> we look at the voter turnout or the votes received by Takashi <br /> Domingo out of Honokaa in that last election, I think he <br /> exceeded my vote total running atL-large and he may have <br /> exceeded, , many of the other vote totals for people out of <br /> this Hilo district. So when you say that rural candidates <br /> will not have an. opportunity, I do not think that is quite <br /> true. Rural candidates will have to work . We all have to <br /> work . But the opportunities are there for the people that <br /> want to go out and make the sacrifice. We are not trying to <br /> discriminate against any one situation. What we are saying, <br /> is when you have 9 single member districts that is not the <br /> best system. <br /> CHAIRMAN SCHUTTE: Any further comments?
