Over the last few <br /> weeks and months we have heard rhetoric on the proposals in <br /> the charter. I 'm referring specifically to the makeup of the <br /> county council. The mayor has come out in favor of a 5-4, <br /> or a 9 man council. Mr. Yamashiro, today, was in favor of a <br /> 9 man council. We've had input from various people throughout <br /> the island, including Kona, in favor of a 5-4, or some <br /> at-large councilmen. There are a great number of commissioners <br /> here in favor of a 5-4 and some 5-4 proposals have been <br /> submitted prior to today. <br /> I would like to make a motion to amend Article III , <br /> Section 3-2 to give another option to the voters. That would <br /> be a 5-4 council makeup. Five councilmen from the four <br /> representative districts, one from districts #1, #3 , #4. . .two <br /> from district #2, to be elected for 2-year terms, and four <br /> councilmen at-large. They would be 4-year terms. <br /> MR. ISHIDA: i ' ll second the motion . <br /> CHAIRMAN SCHUTTE : It has been moved and seconded <br /> that another option be placed on the ballot and that it should <br /> read. . .Five councilmen shall be elected from districts and <br /> four councilmen at-large. <br /> MR. TRULSON: The five councilmen will be from the <br /> four representative districts for 2-year terms. Four council- <br /> men at-large for 4-year terms. <br /> CHAIRMAN SCHUTTE : Five councilmen from four districts <br /> for 2-year terms and four councilmen at-large for 4-year terms. <br /> It has been so moved and seconded. Is there any discussion' on <br /> the motion? <br /> MR. CADINHA: Mr. Chairman. I 'd like to just voice <br /> my personal feelings about this and I largely reflect the <br /> sentiments of Mr. Trulson. <br /> Getting back to the night we voted on the initial <br /> 5-2 alternative on the ballot, the vote was very, very close. <br /> It was tied and there was about a two minute deliberation, or <br /> something to that effect, on the part of the chairman and he <br /> went to a 5-2. <br /> I think the alternative votes were in favor of a <br /> 5-4 and i strongly make an appeal to this commission to <br /> consider throwing ,that alternative out to the people. As <br /> Mr. Trulson has mentioned, the mayor has always recommended <br /> -15- <br />
