I think the way we <br /> have proposed it, in my opinion, is the way it should stand. <br /> We should not change it. The water department, as Mr. Cadinha <br /> has stated, they admit that they are in the red. I think a <br /> lot of it has to do with the collection of sewerage. <br /> MR. CADINHA: I 'm sorry, Mr. Trulson, you said the <br /> water department admits that they' re in the red. <br /> MR. TRULSON: No, no, no, I mean the sewer department <br /> is in the red and I think it has to do with collections. I <br /> think by having it with the Department of Water Supply, <br /> collections would increase and I think that perhaps at first <br /> if there is a deficit, eventually it will be gone or would be <br /> greatly subsided from where it is now. You can ' t turn somebody' s <br /> sewer off if' they don ' t pay their bill but you can turn their <br /> water off if they don ' t pay their sewer and water bill that <br /> comes together. I think it should stay the way it is. If it <br /> does. not work for any reason, the council can change it by <br /> ordinance as Maui did. I would be opposed to any motion to an <br /> amendment that would include this wording. <br /> CHAIRMAN SCHUTTE: Mr. Trulson, I think they are <br /> referring to the possibility of having a possible conflict by <br /> having it mentioned in the charter and they feel that ordinance <br /> at a later date could be addressed to this particular section <br /> or department and that it could be placed within a department <br /> that it would operate most efficiently. They felt that because <br /> the water system does not have the sewer department attached <br /> to it now and that the Maui County did change their initial <br /> proposal, they feel it might be just as well to have that <br /> changed now. <br /> MR. TRULSON: I don ' t know, for sure, the reason for <br /> Maui ' s changing but I do feel that the present problem we are <br /> having now is the collection in our sewer department. I don ' t <br /> know if they had the same problem in Maui. I don ' t know. <br /> I don ' t see any conflict as you mentioned. I just feel that <br /> the sewer department will be more efficient if it is administated <br /> by the water supply. <br /> MR. ISHIDA: Mr. Chairman. CADINHA: My understanding, now, from a conversation <br /> in the hallway is that the current sewerage function, if you <br /> will , of the county is being handled by Mr® Harada' s department..and <br /> that_ it is not paying its own way. In other words, the <br /> collections on the sewer, the money that ' s coming in , is not <br /> paying for the cost of the maintenance and upkeep of the <br /> department and administering to the department.
