we are also telling the water department to stand alone, <br /> financially, and that we are giving instant red ink on day one <br /> to the water department to assimilate. That, as I understand <br /> it, was his basic concern. <br /> MR. ISHIDA: What kind of concerns me about it- <br /> is bothering me is since we have changed the Department of <br /> Water Supply from a semi-autonomous body to just another <br /> department equivalent to that of the Department of Public <br /> Works, I cannot quite understand the problem of funding. If <br /> we are using general funds , can ' t the Department of Water Supply <br /> have access to the use of general funds as fully as the <br /> Department of Public Works? <br /> MR. CADINHA: Well , apparently, they can, except <br /> that Section 5-6.5 Revenues. . .the revenues derived by the <br /> Department of Water Supply shall be kept in a separate fund <br /> and shall be such as to make the said department self-supporting. <br /> MR. TRULSON: Mr. Chairman. Mr. Cadinha, but that <br /> doesn ' t necessarily mean that that ' s all the funding that <br /> they' re going to have. Right? <br /> MR. CADINHA: No. It ' s got to be paid for somehow. <br /> I 'm not advocating, believe, me, I 'm just trying to relay. Okay? <br /> And there' s a practical matter, too, it ' s hard to control an <br /> individual from flushing his toilet but you certainly can <br /> control a guy by not giving him water to drink and perhaps that <br /> could aid collections, if you put them together. Those are <br /> my thoughts. <br /> MR. TRULSON: As far ashusing the general fund , I <br /> feel that if the collections are done efficiently, there would <br /> be less general funds needed to support the :sewer department. <br /> MR. CADINHA: Granted. <br /> MR. TRULSON: And with the Department of Water Supply, <br /> I feel that the collections would be better. I think they are <br /> . . .have a better setup organization as far as computers and <br /> what have you for billing. .I believe that one of the biggest <br /> problems the department of sewerage now has. is, billing. <br /> MR. CADINHA: I agree. I was merely enlightening <br /> with what input was given me. <br /> CHAIRMAN SCHUTTE: Any further discussion? Is there <br /> a motion? <br /> MR. CADINHA: I might add that if it becomes so <br /> cumbersome the council can bang away and get an ordinance if <br /> there is something that the mechanics prohibit the good <br /> operation. I 'm sure they can always change it. <br /> MR. ISHIDA: This is the problem. It has to be a <br /> charter amendment. <br /> MR. CADINHA: Why? <br /> -21- <br />
