There was no bargaining as such that if you want 30 policemen <br /> or the police station, there has to be a corresponding set-off <br /> or gainer-I 'm going to have, to have something in East Hawaii. <br /> So I think it is with very serious consideration that I bring <br /> these things to you. I think you have done a fine job in <br /> balancing the power and that ' s the next thing between the <br /> mayor and the council. You people have taken action to <br /> strengthen the council to be able to act as a better- check and - <br /> balance on the administration. But now if we do not have the <br /> ability to stand toe to toe with them and we have to run for <br /> interim elections, you have wiped all that out. So I would <br /> strongly suggest that this commission reconsider its position <br /> with regards to the 9 individual districts. I do not feel <br /> that it is in the best interests of the people of this county. <br /> If people do demand a direct representation , there <br /> should be an overriding amount of at-large candidates to <br /> balance the district candidates so there will not be a suffering <br /> on one side of the island because of a lack of participation <br /> or a lack of cooperation from a member from that area. <br /> If anyone has any questions, I will be happy to <br /> answer them. <br /> CHAIRMAN SCHUTTE: Any questions from the commission <br /> members? Mr. Yamashiro, , you are against the 9 members elected <br /> out of single member districts? <br /> MR. YAMASHIRO: That is correct. <br /> CHAIRMAN SCHUTTE : You also are against the 2-year <br /> terms?. <br /> MR. YAMASHIRO: If it is 9 single members, I would <br /> suggest for the sake of balancing the power between the districts <br /> and the mayor, that the districts be given 4-year terms. Either <br /> that, or the other alternative is to reduce the term of the <br /> mayor to two years. <br /> CHAIRMAN SCHUTTE : What if with the 9 member districts <br /> that they add staggered terms of four and two years , -then _what? <br /> MR. YAMASHIRO: How would you select the four and two? <br /> That would be the problem. <br /> CHAIRMAN SCHUTTE: The four would be the one getting <br /> the largest vote in that particular district would take the <br /> 4-year term and the 2-year term could be the individual with <br /> the lower vote. <br /> MR. YAMASHIRO: Would they then have a two year. . . <br /> what I am trying to say .,is at. the next election, would the one <br /> having the 2-year term run for a 4-year term so you would have <br /> a true stagger? <br /> -7- <br />
