CHAIRMAN SCHUTTE : No, I think at the following <br /> election you would have the one who could run again for a <br /> 4-year term and the other one would run for 2-years. <br /> MR. YAMASHIRO: Let me get this straight then. If <br /> the one having a 4-year term is defeated in the next election, <br /> the person who defeats him will take the 4-year term? <br /> CHAIRMAN SCHUTTE: As a matter of objectivity, I <br /> would believe that could be done, yes. <br /> MR. YAMASHIRO: The problem I see there is , the <br /> person running for a 2-year term will also be running at the <br /> same time that the 4-year term person is running. Who would <br /> get the 4-year term? Every two elections everybody would run. <br /> So, who would get the 4-year term and who would get the 2-year <br /> term would be the problem. <br /> I could see if you say that they will all have <br /> 4-year terms. The people with the highest vote will have the <br /> initial 4-year term. The other people have to run in two years <br /> but they will then have a 4-year term so then you have a <br /> staggered situation where half of the people come up for <br /> election every two years. <br /> What you have proposed, I believe, is half the people <br /> come up for election every two years and everybody comes up <br /> for election every four years. . .which would lead to some <br /> confusion in my mind as to who gets the 4-year term. <br /> But, I think, Mr. Schutte, besides the terms, the <br /> real problem is the thought that would have to be the concerns <br /> of the island. If you are in a homogenous situation where <br /> basically it were all developed and we are just talking about <br /> splitting up who gets the park , or who gets the police sub- <br /> station, or something. But we are on an island that is as <br /> complex and diverse as the whole State. <br /> We have areas that are urban, we have areas that <br /> need paved roads, and it is the necessity to balance those <br /> needs that is going to face the county council. If people <br /> are not faced with the accountability to these problems then <br /> they are only going to be concerned with their own bailiwick. <br /> I know it has been brought up that we are elected <br /> to represent the whole island. We may be represented out of <br /> a district but as a practical matter, that ' s true. We will <br /> think of the whole island. But, when it comes in terms of <br /> the whole island of my district and I 've got to go back to <br /> that district and run for re-election, something' s got to <br /> give. <br /> weare constantlyfaced with the problem of <br /> If <br /> taking things back to our district then the lesser developed <br /> areas of our county will suffer. They will have to wait a <br /> longer period_of_t.ime because of the need for the individual <br /> representative to go back to his district to show something. <br /> -8- <br />
