I think all of you can see the problem. <br /> CHAIRMAN SCHUTTE: Stuart, there has been no <br /> other case where options have been presented on the ballot <br /> or are they just the one or two? <br /> MR. ODA: They have in several samples that <br /> you got and I. asked that question to those who were present <br /> at Friday' s meeting and the response I got was that, hey, you <br /> don ' t want to try that in ' 79. The climate of public under- <br /> standing of those things was different ten years ago than it <br /> is today and I think they' re right. What happened in 1972, <br /> 1976, I think probably will not go unnoticed in 1979. <br /> CHAIRMAN SCHUTTE: Tell me something else, <br /> Stuart, are these people that gave you this information, the <br /> same individuals who designed the Con Con ballot? <br /> MR. ODA: No,. the Con Con ballot was designed <br /> by the Con Con. <br /> CHAIRMAN SCHUTTE : Did they have anything to do <br /> with it? <br /> MR. ODA: No. They just push the buttons and <br /> tally. As I say, the individual who did work on the Honolulu <br /> City and County' s Charter elections, said they had similar <br /> problems to this. In fact, almost the same problems. But <br /> their election was between the status quo and the amendment. <br /> The two options. So, it wasn ' t that difficult and they had a <br /> charter provision that they had to construe, _not thestatutorial <br /> language. So it wasn 't, you know, the kind of problem that we <br /> have of the number of options. They had only two options. <br /> I regret that I cannot come before this commission <br /> with a definite suggestion and say, hey, this is the answer to <br /> all" our problems but I might as well be honest, I couldn ' t-- <br /> nobody there that I talked to could come up with anything. The <br /> more you look into this the greater the problem seems to be <br /> because you see more skeletons in the closet the more time you <br /> spend looking into it. The intent, Mr. Chairman, is certainly <br /> to make a very fair ballot that everyone has a clear understanding of <br /> and tan express their desires on without any question as to I <br /> wonder if I 'm doing this. . .if I put an x here, I 'm doing something <br /> else? <br /> I would have to say that more than likely, unless <br /> somebody is a greater.'..:genius out there somewhere, as I stated, <br /> more than likely the only way available is to have two options. <br /> That I can see, anyway. <br /> CHAIRMAN SCHUTTE : And of those two options, one <br /> would be the status quo? <br /> MR. ODA: Right. Status quo versus either one <br /> of these. <br /> -12- <br />
