is to develop an understandable audio and visual approach <br /> for the proposed charter amendments and to develop, , a <br /> dissemination program that will reach the voting population <br /> of the County of Hawaii. <br /> To develop the audio visual we need to <br /> interpret the ballot for the proposed amendments in the most <br /> simplest manner and to develop support graphics for the <br /> narrative. <br /> MR. TRULSON: Excuse me, Mr. Kikuchi, could <br /> you speak into the mike? I 'm having a difficult time hearing <br /> you. Thank you. <br /> MR. KIKUCHI : What I did was I developed a <br /> short storyboard of what could be used in a graphic manner. <br /> What visuals #3 , 4, and 5 represent is the present council <br /> and narration would be supportive of the graphics . . . #6 and 7 <br /> are graphics and narratives for the creation of a reapportion- <br /> ment commission . . . <br /> These are the kinds of elements that can be <br /> developed for a voter education program. Using symbolic <br /> depiction of what is trying to be said so that it could be <br /> utilized in the different ethnic languages. <br /> Then the utilization of the visuals or the <br /> audios could be used for the audio visual slide show that we <br /> talked about. It could be used for brochures. It could be <br /> used for newspaper supplements and charts. <br /> The dissemination of the above elements with <br /> the audio visuals could be utilized for meetings, cable <br /> television, and possibly county fair booths. <br /> The brochures could be utilized at meetings <br /> as passouts, county fair, and to be available at the election <br /> divi_sion� office. <br /> C. Newspaper supplements--Hawaii Tribune-Herald, <br /> West Hawaii Today, Hawaii Hochi , or similar. <br /> Charts could be used at meetings, county fair, <br /> library, other public places. <br /> The audio visual economics for the project. <br /> The audio visual development would be a 12 minute production <br /> utilizing one slide projector and a playback cassette <br /> recorder. The reason for that is if we use one slide projector <br /> the county owns two so therefore there could be two simultaneous <br /> meetings going on. <br /> Brochure - contents would be proposed amendments <br /> with graphics and ballots. Language translations may be <br /> considered here. <br /> C. Newspaper supplements - contents would be <br /> proposed amendments, graphics and ballot. Provisions to <br /> translate into languages will be made. <br /> -14- <br />
